CONTRACT ENGINEER - SUPPORT VESSELS CATEGORY
My client, a global Oil & Gas operator, is looking for a Contract Engineer to join their Support Vessels Category Team in Paris. It includes the following segments: Offshore Support Vessels, Underwater Operations (ROV and Diving Services), Flotels, Logistics Base and Marine Gas Oil/Fuel.
Duration: 12 Months
Location: La Defense, Paris
Rate: Negotiable
Start Date: June/July 2018
Job Requirements:
The Contractor Personnel will be working as part of the Support Vessels Category team managing centralised Call for Tender's (CFTs) and supporting the companies global operations. The CFTs shall be in any of the Logistics segments mentioned above.
* Definition and preparation of CFT/contract strategies.
* Procure goods and services for specified affiliates.
* To prepare CFT documents, manage the CFT, evaluate and clarify tenders, negotiate contractual and commercial terms with bidders, issue recommendations to award and submit them to Management.
* To draft and issue Purchase Orders or Contracts at the best price and shortest delivery time, in compliance with Affiliate governance and commitment and procurement procedures.
* To ensure all procurement activities are carried out on competitive terms that are consistent with the requirements of the business and the Affiliate's legal and contractual obligations,
* Preparation and presentations of Strategy and Recommendation to Award (RTA) to Contracts Committee or other governance function as required;
* Preparation of all required documentation to be presented to Partners and Local Authorities;
* Manage potential claims with Contractors.
* Liaise with Category Manager, Segment Leader, Technical Duet(s) and Affiliate on all important issues.
* Ensure the good administration and filing of all the contractual documents in accordance with company procedures.
* Propose and work on any contracts optimization initiative (working methods, procedures updates…).
* Preparation contract templates and C&P policies.
* Actively participate to the realization of C&P objectives and provide Return on Experience (REX) at the end of the process.
Technical Requirements:
* Contracts & Procurement is key for an exploration campaign or project to ensure compliance with planning. Lack of or untimely delivery of the required services or materials. whatever its value, may have important financial and planning consequences.
* This position requires strong autonomy, pro-activity, availability, organisation and methodology.
* Good interpersonal relationships with internal and external entities are an important factor for success.
* The services are permanently performed in an interdisciplinary environment consisting of establishing contractual documents in relation with operations and functional entities.
* A good understanding of global markets and suppliers, along with local support, enables prudent choices for purchasing. |
