CONTRACT ENGINEER

Our client, a global O&G operator, are looking for a Contract Engineer to join their team in Paris.

Duration: 12 months
Location: Paris
Start Date: ASAP
Rate: Negotiable

Job Requirements:

The Contract Engineer will work with the project team and the relevant category manager to:

* Prepare the documentation for such requests
* Establish the list of contractors to be approached and ensure that category manager and project team approve.
* Send out the requests to the agreed contractors
* Organize, prepare face to face meetings if applicable
* Receive the responses, analyze them, prepare summary report(s) and recommendations for the project team/category manager.
* Ensure appropriate document management

In projects and/or packages within projects we use a process of tendering (call for tender) to understand which supplier is best suited to satisfy our requirements.The contract engineer will work with the project team and the relevant category manager to:

* Prepare the 'dossier' for the Call for Tender
* Ensure the dossier uses the correct standard legal template
* Ensure that specific legal aspects required are included covering different phases of the contract: (design, engineering, procurement, construction, etc).
* Ensure that technical requirements are captured in the dossier for the different, relevant phases of the contract execution.
* Ensure that the right commercial bid structure is reflected in the dossier
* Ensure that the recommended CfT tools are being used
* Complete and prepare the contractor shortlist; manage (with the Catman and the project team) the pre-qualification process.
* Send out and manage the RfQ/CfT process, including handling questions/clarifications, organizing meetings (if any).
* Prepare and document evaluation process of the tenders and ensure approval is obtained before receipt of the bids.
* Receive the responses to the RFQ/CFT, analyze them, ask for clarifications (where required) and manage the commercial and legal evaluations.
* Prepare for and support negotiations
* Write up recommendation to award (RtA) and ensure approval of the RtA from the appropriate bodies.
* Ensure applicable contractors have been compliance screened through the prevailing company compliance processes.
* Ensure compliance with applicable process and tools, including document management.
