Because Project North Star will have a large construction component, there is a need for competent and professional health, safety, security and environmental management plans to be developed during the front-end of the project. These plans will provide a foundation for the project’s interactions with contractors and vendors during the execution of the project. The purpose of the HSSE manager role is the development and assurance of implementation of those plans, allowing Project North Star to achieve BP’s fundamental goal of no harm to people, the environment or plant. Key accountabilities
The HSSE manager is responsible for: • Setting expectations of behaviour for and coaching BP employees and contractors to demonstrate strong safety leadership during the execution of the project. • Developing and maintaining a comprehensive health, safety, security and environmental management plan incorporating BP requirements and commensurate with the risk profile of the project in design, construction, commissioning and operating stages. • Resourcing the project HSSE team in line with the need of project development to ensure the HSSE management plan is implemented in a sustainable way. • Monitoring the project’s performance against the plan, and ensuring corrective actions are taken when non-conformance is found. • Implementing the applicable HSSE assessment, review and audit processes such as PHSSER and ensuring all the actions are closed timely. • Designing and driving the implementation of control of work, site inductions, verification of competencies for the construction labour force to ensure the work method statements, job safety analysis/HITRA completion are scheduled and reviewed and approved timely. • Implementing a robust field inspection programme including the EPCM contractor to ensure that the conditions of a permit to work are being adhered to as well as ensure that construction work fronts are kept in a neat, tidy and hazard free condition. • Implementing a plan to ensure the safety during commissioning and safe and smooth handover of the constructed asset to the operation team. The HSSE manager is expected to be staffed by a competent HSSE professional with experience in the petroleum manufacturing business and have a strong foundation in construction safety risks in the heavy industries. • 10+ years in either a field supervisory role on multi-disciplinary construction projects or a dynamic manufacturing environment • Coordination of multiple contractors and work fronts • Broad familiarity with different construction techniques, their risks and practical mitigations • Expert in control of work and permit to work systems • Deep understanding of changes and the ability to analyse their consequences on a construction task • Track record in developing a proactive safety culture on large construction projects, with multiple contractor groups and a diverse and local workforce. • Experienced in with leading and managing safety outcomes in a simultaneous plant/construction environement.
Fluency in technical English and Mandarin is required. Other Requirements (e.g. Travel, Location)

Key challenges faced on the role : The HSSE manager must engender trust with BP staff and contractors in order to ensure that the project’s requirements for safety are adhered to and not ignored. The HSSE manager must therefore build relationships with senior managers, front line supervisors and craft labourers and ensure that the safety guidance and decisions from BP are received correctly and in the manner in which they were intended. That entails a visible and approachable presence on site during execution of the project.
