Role synopsis
The Project Engineer is responsible for assisting the project manager in the delivery of the project objectives as stated in the SOR. Given the number of concurrent elements the North Star project entails, the Project Engineer is required to collect and organize material information relating to those projects; allowing the project manager to make timely and informed decisions regarding the various work streams. The project engineer will also assists in the Contract Account Manager (CAM) responsibility across all related disciplines within the Project team and therefore takes on the responsibilities of a contract administrator for smaller contracts related to project North Star.
Key accountabilities
The key result for the position of Project Engineer is to assist in the delivery of the new assets so that they are delivered on time, on budget and producing the high quality manufactured lubricants that meet the long term plans of the business. These objectives must be met without any safety incidents during the design, construction or commissioning of the assets. To successfully deliver this result, the project engineer is accountable for:
• A deep understanding of the business and project objectives and working to communicate them to the wider project team as well as contractors
• A good working relationship with the Port Klang site representatives to ensure administration of the North Star project work is conducted with as little disruption as possible
• Provide expert advice on the project execution plans and strategies to ensure they are feasible
• Be sufficiently detailed orientated to control the development of documents and the progression of the project from the Front-End Loading to Commissioning phase
Essential Education
Professional Engineering Degree (Mechanical) or equivalent is required
Essential experience and job requirements
The project engineer is is necessary to assist the project manager in their direction of the project through the Front-End Loading and Execution phases of the project in accordance with CVP and the requirements of Pcp v4
Required Experience and Skills are:
• Professional Engineering Degree (Mechanical) or equivalent is required
• 5-8 years’ experience with full cycle, end-to-end project delivery
• Experience as a discipline engineer or project engineer on medium sized projects > $50m USD
• Major projects experience with multi-discipline, multi-contract projects
• Broad multiple disciplinary exposure and deep competency in mechanical engineering as well as familiarity with civil, process and electrical engineering
• Expertise in project management from conceptual design through to commissioning
• Substantiate foresight for risk identification and mitigation
• Skilled in project team development, clarity of instructions and consensus building across owner and contract staff
• Strong knowledge of contractor market servicing the downstream oil and gas business and BP’s relationships with them
• Management of design, design & construct (D&C), construction management (CM) contracts and Engineering, Procurement and Construction Management (EPCM) contracts
• Proficient in project control methods and key metric reporting with respect to safety, cost, schedule and operability

• Highly knowledgeable in the BP ways of working along with industry standards, legislative requirements and industry best practices
Key challenges faced on the role :
The project engineer role has substantial challenges in keeping abreast of the data generated and required for the management of the project. This includes technical, commercial and personnel data. However, given the project engineer’s detailed knowledge of the project, they are empowered to make decisions regarding the day to day operation of the project. Furthermore, they will be a vital participant and resource for any strategic decision making regarding the North Star project due to their depth of understanding project’s scope and targets.
The project engineer is required to be competent with the design, engineering and construction processes associated with capital projects. Furthermore, he or she should be familiar with lubricant’s technology and the process engineering requirements behind it. The project engineer must be competent in risk identification as well as documentation, communication and application of appropriate risk mitigation strategies.
