Duties & Responsibilities
   

Location of Position: Falkirk, Scotland

MAIN PURPOSE OF JOB:

To manage the process for compliance with UKAS/ local regulatory personnel competency regimes on behalf of the Oceaneering Standardisation and Compliance Team.  To support the development and maintenance of competency assessments and personal development plans within Oceaneering and to validate the processes.

PRINCIPAL DUTIES, RESPONSIBILITIES AND ACCOUNTABILITIES:

    Audit for compliance to UKAS/ EN 17020 requirements
    Provide liaison with verification bodies
    Determine companywide “best practice” for competency assurance and training, in cooperation with the HR Department
    Develop and maintain competency assurance and training processes, procedures and guidelines documents consistent with HR and IIM Function disciplines
    Where possible, work towards combining processes, procedures and guideline documents with HR
    Act as custodian for all competency assurance and training procedures, and ensure they are reviewed and updated on a regular basis to reflect company and industry best practice
    Develop competency assurance audit plan in accordance with HR procedures and in compliance with Operations team requirements
    Perform audits on enactment of competency assurance and training procedures
    Perform competency assessments in accordance with IIM discipline requirements
    In conjunction with IIM Discipline Focal Points, develop personal development plans
    Provide leadership and guidance, and provide focal point to IIM groups on training and competency assurance
    Perform audits on subcontractors to ensure validity of methods and reporting used in association with Senior Project/Operations Manger
    Assist in maintaining Competency Matrix across IIM
    Support of compliance audits
    Support for UKAS surveillance audits in association with CQI Manager
    Undertake technical recruitment CV screening, interviews and assessments in accordance with competency requirements
    Develop overall succession planning for all IIM technical personnel
    Support, in conjunction with HR and association with General Manager, training requirements and programmes of all IIM Personnel
    Assist Discipline Heads in the development of chartered engineer discipline training regimes, with the aim of gaining approval from the relevant engineering body
    Provide training and competence input into tenders, proposals and CTRs
    Attend client business development meetings and make presentations as necessary
    Develop and maintain standard literature and presentation material for Oceaneering's performance in this area
    Maintain and enhance personal and company knowledge by review of industry literature, attendance at seminars and conferences, and cascade of information to personnel
    Endeavour to develop innovative solutions, in order to optimise engineering efficiency and differentiate Oceaneering from its competitors
    Regularly review of day to day operations in order to consider available options or opportunities that could enhance efficiency, and/or safety or decrease costs, to the benefit of Oceaneering or clients

General

    Undertake specific projects as instructed by management

Safety

    Ensure that the Safety policies and procedures are understood and adhered to so far as is reasonably practicable in order to ensure a safe working environment
    Promote a strong HSE culture at all times
    Ensure that personnel identify with and achieve, the necessary Health and Safety performance standards associated with the relative risks to personnel and plant in their environment and daily work
    Ensure that business and HSE risk implications of integrity issues are clearly identified and assessed for consideration within the Oceaneering Integrity Management Team and communicated to the Client

Other

    Carry out work in accordance with the Company Health, Safety, Environmental and Quality Systems
    Perform the assigned tasks with due diligence regarding the Integrated Management Systems on the Company
    Eliminate waste of whatever form, to suggest the use of more environmentally friendly substances and practices and contribute to the continuous improvement of the environment


   
Qualifications
   

QUALIFICATIONS & TRAINING:

E – Essential, P - Preferred

    UKAS RG2 Cat 1 compliant (E)
    Degree in an appropriate engineering discipline (E)
    Chartered Engineer/ Incorporated Engineer accreditation with the Engineering Council(E)
    Offshore medical and survival certification (E)

EXPERIENCE (WORK):

Experience:

    Extensive experience, minimum 10 years in Oil and Gas industry, both onshore and offshore in discipline of Inspection and Integrity Management (E)
    Working experience of onshore terminals/sites and offshore installations (P)
    Experience of managing projects and teams (E)
    Experience in Training and Competency Administration for multi site/ multi discipline organisation (E)
    Supervisory experience (E)
    Understanding of UKAS BS EN 17020 standard (E)
    Experience of oil and gas legislation (E)
    Experience of performing audits and verification activities (E)

Aptitude:

    Effective verbal and written communication skills (E)
    Ability to present technical material to diverse client and non-technical personnel groups (E)
    Ability to build strong client relationships and promote Oceaneering in a positive manner (E)
    Strong prioritising and organisation skills, with ability to organise own work to meet deadlines (E)
    Ability to work at times in a demanding and pressurised environment (E)
    Adaptable to change (E)
    Excellent technical report writing skills (E)
