Purpose / Role
Appointed Person – Moving Loads is formally appointed by the Site/Installation Responsible person to:
Act as the Site/Installation Responsible Persons representative (focal point) for all technical issues relating to lifting and moving loads Provide safe systems of work for all activities associated with lifting and moving loads to ensure that all lifting operations can be carried out efficiently without risk to safety and in accordance with UK Statutory Regulations and the Client/AMEC Corporate standards Act as the site/installation focal point for all technical matters relating to the specification, procurement and the Integrity Assurance process of all items of Lifting Equipment on the site/installation
Key aims and objectives
Ensure that all necessary regimes, standards, processes and procedures for the activities associated with lifting and moving of loads are established and are being suitably applied to provide assurance that all lifting operations are: Properly planned by competent people Risk assessed; Appropriately Supervised; Completed within the boundaries of a safe system of work Ensure Lifting Equipment is correctly specified and regularly inspected to ensure it continues to be fit for purpose
Prime responsibilities and duties
Responsible to the OIM/Site Construction Manager for providing the assurance through technical audit that the management, control and execution of lifting operations are in compliance with the UK Statutory Regulations, the Clients Lifting Standards and procedures, and where applicable, the AMEC Corporate Lifting standards Accountable for Safety and implementing Our Beyond Zero Standards, Our Safety Leadership expectations and our Engagement tools Lifting operations are being undertaken within a safe system of work e.g. properly planned, risk assessed, appropriately supervised and carried out in a safe manner by competent personnel Provide technical guidance and support to the offshore Rigging teams to ensure all lifting operations are implemented safely and efficiently and in accordance with LOLER and BS7121 Parts 1, 2,11 and any other applicable project specific lifting standards Custodian for the management of change process for lift plans, ensuring all changes to lift plans are formally documented, evaluated and where applicable endorsed by the appropriate technical authority(s). All changes to lift plan must be endorsed by the Appointed Person Review and endorse all lift plans developed by the site/installation rigging function and those of AMEC’s 3rd party contractors and Specialist Vendors Ensure that the technical integrity of all lifting equipment used on the site/installation is continually assured thorough the performance of regular lifting equipment inspections are carried out in accordance with the requirements of LOLER and where applicable, the Assets Written Scheme of Examination (WSE)

Qualifications/Training
Essential:
Appropriate documented evidence confirming the trade A Valid Competent Person Qualification issued by one of the following award bodies : CPCS A61 Appointed Person (Blue Card) LOLER Competent Person (Certificate of Competence OPITO) ECITB Appointed Person – Appointed Person Moving Loads (Certificate of Training) and TAP01 Planning a Rigging Operation (Certificate of Achievement) Note: for onshore operations and construction sites, where mobile cranes are used, it is requirement that the AP has the CPCS A61 Blue Card qualification. In addition to the above qualifications: Lifting Equipment Inspection Rigging Loft Management AMEC mandatory training (Induction, RA, etc) Managing Working at Height Use of Fall Arrest Suspension and rescue Equipment Working at Height/Harness Equipment User ISSOW BOSIET/Approved Offshore Medical/MIST *All CPCS A61 Appointed Person (Blue Card) certification to be referred to Training and Competency Advisor
Desirable:
Assessor or Verifier qualification Manual Handling Assessor Appropriate Supervisory Qualification Banksman/Slinging Stage 3 (OPITO)
Experience
Extensive experience and proven competence in the planning, risk assessment and safe implementation of lifting operations during the fabrication and HUC activities of structures(topsides, process plant modules, jackets, bridges, flare towers etc.), offshore and where applicable, for onshore construction sites
Fully conversant with in BSEN technical standards, processes and procedures for assuring the technical Integrity of lifting equipment (e.g. thorough examination, certification and inspection requirements)
Personal qualities, aptitudes and skills
Demonstrate a good understanding, knowledge and commitment to the importance of HSSE safe working practices and procedures in the day to day lifting activities associated with the demands of a busy work environment Demonstrate safety awareness and show a duty of care for others working with and around them Flexible – able to comply with company and clients productivity targets and requirements Demonstrate good leadership qualities and a strong work ethic Fluent in the English language both in the spoken and the written word Ability to communicate in a clear and concise manner

Ability to take full responsibility for the organization, control and execution of lifting operations Ability to understand and comply with the relevant parts of the project HSSE Plan where the lifting operations are being carried out Ability to develop comprehensive lift plans for all categories of lifting operations on the facility (including those for complex lifts) Ability to address first line technical queries on lifting equipment Ability to work as part of an integrated team Ability to manage efficient use of resources when required to do so Fully conversant with the AMEC management of change procedure Ability to maintain record keeping systems(lift plan database) Ability to demonstrate a high level of understanding of HSSE plans and safe working practices / procedures, and their implementation in the work place
Competencies – technical Extensive knowledge and understanding of the UK Regulations (LOLER, PUWER, HSWA) and with International standards and codes associated with lifting and hoisting operations and lifting equipment and the ability to disseminate the requirements of these to the Supervision and rigging team members The ability to assess the vagaries of all categories of lifting operations to provide such planning, selection of crane(s), lifting accessories and equipment, instruction and supervision as is necessary for the task to be undertaken safely. This may include consultation with other responsible bodies if necessary and ensuring that, where different organizations are involved, they collaborate as necessary to ensure conformance with safe and good working practice. Review and authorise/endorse all lift plans developed by the project/operations rigging team including specialist vendors and 3rd party contractors The ability to provide technical advice and assistance in the inspection for malfunction, wear and tear, stress deformation, corrosion, misuse of and alterations to the original design of lifting appliances and accessories, raising defect reports and removing such items from service Be knowledgeable of the requirements of lifting equipment certification and for maintaining a register of all AMEC owned or hired portable lifting equipment on the installation The ability to read/understand procedures/ specifications/drawings/etc in particular those pertaining to rigging & lifting operations The ability to safely deliver all rigging & lifting work scopes to the required/specified project/industry standards
Ability to coach and provide on the job training for all rigging personnel, particularly trainees, to ensure the progression toward the skill sets required to achieve the required Industry competence standard for the specific role |
