JOB DESCRIPTION

    Maintain Communications throughout Weatherford for HSSE
    Provide interface with clients as/when necessary
    Keep up to date with legislation changes and share knowledge
    Assist in industry focus groups
    Develop good lines of communication and working relationships with the product line personnel
    Review external industry alerts and information and share knowledge
    Liaise with RoK inspectors & other government bodies as & when required
    Deputize for other team members within the HSSE team
    Demonstrate a high personal commitment to Health, Safety, Security and Environment standards
    Apply Weatherford OEP Policy & company IMS and where appropriate client companys’, Health, Safety & Environment Policy and Management Systems
    Management of HSSE KZ Sharepoint site to improve management of & access to HSSE related information
    Advise on all aspects of Risk Management within onshore & offshore operations:

    Ensure system in place to identify workplace and operational hazards – set up and assist in the population of Risk Aspect Registers.
    Set up Equipment Integrity Registers & assist product lines to implement improvement plans where required
    Controls are effectively applied to minimize all risks including chemical risks
    Report on risk management performance to product line management.
    Carry out environmental impact assessments.

    Develop and maintain the Integrated Management System within the product line:

    Suggest changes to work practices to continually improve process
    Change procedures to continue to meet legal and corporate requirements
    Ensure effective communication of management system throughout the product line
    Effective control and awareness and implementation of industry specifications and standards.

    Management of the third party ISO 14001 & OSHAS 18001 certifications for all locations
    Providing HSSE related information for tenders as & when required. Providing HSSE related documentation for client contracts.
    Assist the product line:

    Review accident  / incident reports for root causes and trend analysis
    Review all non HSSE incidents and develop safe systems to ensure incident & severity reduction
    Discuss changes and ensure the Management of Change process is followed.
    Facilitate administration of CPAR, OFI, NCR, RADAR systems, Waste Records, Compliance monitoring records etc

    Implement systems for, but not limited to:

    Site Inspections / Tours
    HSE Meetings / Toolbox Talks / Alerts & Bulletins
    Emergency plans, procedures and drills
    Facilities and equipment maintenance
    Compliance with HSE best practice guidance
    Permit to Work
    Driving management
    Equipment Integrity
    Waste Management
    Short Service Employees

    Train and Coach:

    Provide leadership and guidance to direct reports to achieve departmental objectives
    Assist in development of awareness packages to suit Weatherford requirements
    Assess HSSE competency in product line personnel.
    Provide training and coaching in all aspects of HSSE for Weatherford staff, including:
    RightStart, WPTS, HazID, PRFS, IMS, Legislation, Risk Assessment, OEPS
    Promote awareness campaigns including:
    RADAR, TAKE 5, GEMS, Golden Rules, Drop

    Monitor and Review:

    Monitor competency system implementation within the product line
    Monitor and review offshore operations to ensure effective communication and system implementation.
    Carry out internal system compliance audits of all departments & product lines.
    Provide information relating to HSSE statistics.
    Supplier HSSE performance – including auditing of critical suppliers.

    Work with Management:

    Discuss all aspects of the management system and it’s effective implementation with product line management
    Monitor implementation of identified actions to facilitate improvement
    Develop status reports in relation to outstanding actions.

    Follow up on incidents, accidents and NCR’s

    Lead investigations of all incidents together with management
    Discuss accidents and NCR’s with Supervisors/Managers
    Provide guidance on NCR and accident/incident investigation
    Identify trends and root cause
    Advise on effective root cause analysis
    Assist product lines to devise and implement improvement plans based on root cause trends

    OEPS:

    Promote the Operational Excellence & Performance Systems by assisting in delivery of OEPS training modules
    Facilitate the product line with Operational, Safety & Management Review meetings
    Work with management to set up Corrective Action Teams

Any other delegated responsibilities as instructed by Line Management within the timeframe specified in a safe and efficient manner to meet business requirements, provided the instruction is reasonable and you are capable and deemed competent to fulfil these.

QUALIFICATIONS

QUALIFICATIONS

ESSENTIAL:

    NEBOSH Diploma or equivalent qualification in Occupational Health & Safety
    Auditing Experience
    Product Line Knowledge

PREFERRED:

    Environmental Qualification
    Lead Auditor

EXPERIENCE/COMPETENCE

ESSENTIAL:

    Work experience in QHSSE in a foreign company
    Oil & Gas Industry linked to Intervention Services – Wireline, LWD, etc

SKILLS/KNOWLEDGE

    Good English & Russian language skills
    Mechanical/Engineering Background
    Computer literate
    Good Writing skills
