1.1          To clearly outline the requirements and instruct Weatherford TRS Crew Chiefs (persons assigned to lead the crew) in the duties required so that Tubular Running Services are provided in accordance with Weatherford and client requirements.
2              scope
2.1          This Work Instruction is a general guide and does not necessarily list all activities that TRS Crew Chiefs may be required to undertake. The Crew Chief should at all times liaise with client representatives to ensure that all required work is done as safely and efficiently as possible.
3              GENERAL

   

All incidents, accidents and near misses MUST be reported to Weatherford Management as soon as practically possible. Failure to do so may result in disciplinary action.
3.1          Unless permission is expressly given by Weatherford line management or the Client Representative gives their permission in writing, No Activities are to be conducted if not in strict accordance with Weatherford and Client policies, procedures, legislation or as otherwise directed and documented in the pre-job brief with TRS Operations Manager (or delegate).
3.2          Any material change to the scope of work or if there are any difficulties in carrying out instructions in accordance with Weatherford and/or Client policies, procedures and legislation must be clarified with the Client Representative and Weatherford management as appropriate. Difficulties may result from unclear instructions, imprecise details, lack of information, conflicts within operational procedures or suchlike.

   

Failure to comply with Weatherford and/or Client Procedures, Policies and suchlike may result in serious injury to personnel or damage to plant. IF IN DOUBT – ASK!
4              PRE-JOB
4.1          Attend pre-job brief with TRS Operations Manager or his delegate. The pre-job brief will include information pertaining to the job plus any additional work Weatherford may require the crew to perform including support for other Weatherford Product Lines that may be active at the work location.
4.2          Identify (if applicable) any new hires / trainees who are part of the Weatherford crew. Ensure that they are aware of all Weatherford client or location safety and operational procedures / regulations and ensure that these are rigorously followed at all times. New Hires / Trainees shall be closely monitored and supervised at all times in accordance with the SSE procedure.
4.3          Establish crew check-in times / departure times. Ensure that all crew members are fit to travel to the work location. In case of a no show, contact the TRS Operations Manager.
4.4          As appropriate, ensure a journey management plan is in effect in accordance with local procedures.
4.5          Report to the Client Representative upon arrival at the work location, establish the job to be performed, and check torque figures, pipe weight, lubricants, etc and the timing of the job; ensure that the torque figures are agreed to and signed off by the Client Representative.
4.6          Organise shifts and meal breaks as required to ensure crew are suitably rested between work periods.
4.7          Check all Weatherford, 3rd party and rig equipment that is to be utilised for the job, complete the Field Operations Checklist per job section including detailing the torque values to be used and request that the Checklist is signed off by the Client Representative.
4.8          Be familiar with of all Weatherford and Client safety and operational procedures / regulations and ensure that these are rigorously followed at all times. If at any time there is any doubt as to these procedures the Crew Chief must obtain clarification from the Client Representative and/or contact Weatherford management.
4.9          Ensure that all pre-job equipment checks are carried out thoroughly and that these are documented (efforts must be taken to have operational checklists signed by Company Representative).
4.10       Ensure copies of all the appropriate JHA’s and Work Instructions for the equipment required are available on site.
4.11       Actively participate in Rig pre-job safety / operations meetings and all well site HSE programs such as RADAR or STOP and ensure all other crew members do likewise.

   

It is an expectation that each crew member will raise a minimum of one RADAR card (or equivalent) for every two days on location. Completed cards are to be copied and returned to the TRS Operations Manager.
4.12       Crew chiefs are to report to the TRS Operations team every second day at a minimum (and more frequently if possible or when appropriate) with an update on the operations on the work location (telephone call, email).
5              DURING JOB
5.1          Rig / Task specific JHA’s are to be carried out, documented and copies kept and returned to the TRS Operations Manager or his delegate along with all other required documents (e.g. signed field service ticket, checklist) on return from the work location.
5.2          Supervise Weatherford crew to ensure equipment is rigged up and operated in a safe manner in accordance with Weatherford and Client procedures.
5.3          Actively participate in job safety / operations meetings.
5.4          Organise shifts and meal breaks as required to ensure crew are suitably rested between work periods.
5.5          Work as a member of the crew.
5.6          Supervise on-the-job training of the crew as required and conduct ongoing appraisals of the crew.  As a minimum, complete a TRS Technician Appraisal report on all SSE crew members (if requested by TRS Ops Manager all Crew will be appraised).  The completed appraisals must then be submitted as part of the Job Report, refer to section 7.  The appraisals will then be reviewed by the TRS Operations Manager.
5.7          Whilst not mandatory, Crew Chiefs are strongly encouraged to become Competency Assessors and to actively assess their crew members accordingly.
5.8          Liaise with the Client Representative on all procedural difficulties, safety incidents, equipment problems, etc. (whether caused by Weatherford or 3rd party) that occur during, and that impinge on the job, and report these by telephone to Weatherford management as soon as operationally feasible. Ensure that these are fully documented for the attention of line management.
5.9          Write a detailed account of the job noting all stoppages, JSA's, incidents, Weatherford down time etc.
5.10       Keep a detailed account of the tubing handled including any rejected joints tally number and corresponding JAM graph number where applicable.  Rejects should be detailed in the Reject Report.
6              POST JOB
6.1          Ensure all equipment is checked on completion of the job and that it is either stowed or made ready for back loading in consultation with the Client Representative.
6.2          Ensure any damaged equipment is noted on the Service Ticket prior to obtaining Client’s signature.
6.3          When back loading equipment from the work location all equipment must be securely packed in a safe manner that militates against damage during transit. If possible, take photographs of contents of all back load baskets.
6.4          Ensure that all required TRS Job Paperwork is completed, and service tickets, etc., are accurately completed (including crew designations as indicated on the Pre-Job Brief Form) and that all documents are signed by the Client Representative as required.
6.5          As appropriate, ensure a journey management plan is in effect in accordance with local procedures.
6.6          On return from the work location, report in person (or by telephone if not practical to attend in person) to the TRS Manager or delegate. If only part of the crew is released from location, the crew chief will remain on location unless specifically agreed otherwise by the TRS Manager. The crew chief will nominate one of the leaving crew members to report to the TRS Manager or delegate on their return.
6.7          Report to the TRS Operations Manager or his delegate with all completed job reports, service tickets, RADAR cards etc. for debriefing within one business day of return from the work location and participate in a formal Post Job Debrief.
6.8          Assist with post-job follow-up as required.
7              TRS Paperwork

   

All TRS Paperwork relevant to the job must be completed, signed as appropriate and submitted upon return to base within one business day. 
7.1          Additional documentation that is required for completion on the job will be detailed on the Pre Job Briefing Form however as a minimum the following documentation will completed and submitted by the Crew Chief upon return from location:
7.1.1         Completed and Signed Service Ticket (Job Ticket)
7.1.2         Completed Field Operation Checklist (with torque figures signed)
7.1.3         Copies of completed JHA’s
7.1.4         Copies of RADAR / STOP cards submitted by crew
7.1.5         Completed JAM Report (if applicable)
7.1.6         Stabbing Board Report (if applicable)
7.1.7         Client Job Appraisal Form.
7.1.8         TRS Technician Appraisal (if applicable)
7.2          Reasonable efforts must be made to have the Client Appraisal Form completed and signed by the Client Representative.  If the Client Representative does not complete the form then the Crew Chief must acknowledge this on the form.
7.3          Copies of all JHA’s completed by Crew Members along with all STOP / RADAR or similar type safety cards will be submitted with the Service Ticket upon return from location.
8              SHORT SERVICE EMPLOYEE (Trainee) Supervision

   

The practice of intimidation, practical jokes or horseplay involving the trainee or any other members of the crew by another member of the crew is against Weatherford’s Code of Conduct and is strictly prohibited at all times.  Any incidents of this nature will be reported and the relevant employees responsible will be subject to disciplinary action.
8.1          The Crew Chief is to gain an understanding of the Short Service Employee’s (SSE) current level of knowledge and experience, if any, with the TRS Operations Manager.
8.2          A “Buddy system” will be implemented. This is an arrangement in which each SSE is paired with a competent crew member who will provide guidance, assistance and be responsible for the SSE’s safety and compliance with procedures.
8.3          The Crew Chief will act as or assign another crew member to act as a “Buddy” to the SSE for the duration of the job.
8.4          Offshore Operations: If the SSE has never travelled offshore before, the Buddy will assist the SSE with all safety and operational aspects of helicopter transportation. This applies to embarkation from the heliport and disembarkation at the rig site.
8.5          Upon arrival at the rig site the SSE will undertake the relevant Safety and Rig Inductions.  If applicable the Buddy may accompany the SSE on the inductions.

   

The Crew Chief must ensure that a SSE is not left alone at any time during the first rig site visit.
8.6          The Crew Chief, in conjunction with the assigned “Buddy” will complete the TRS Technician Appraisal with the SSE.
8.7          Upon return to Base, the Crew Chief and / or Buddy will debrief the SSE’s Performance with the TRS Operations Manager (and HR Manager if still trainee / probationary status and there are any areas of concern).
