Role synopsis

This role will be the Project Executive for the proposed ~$250m greenfield plant project of the BP Shenzhen lubricants plant to secure the supply to support the growth of China lubricant business. The role will be accountable for assisting the programme manager for daily project management, coordination of the project local permitting process, internal segment assurance process, document control process, MoC Process, stake holder engagement throughout the life cycle of the project.
Key accountabilities

• The Project Executive of North Star Greenfield/Brownfield Plant will be the Project Management Coordination SPA for the project with specific responsibilities that include, but not limited to the coordination of work streams’ scheduling & deliverables, document control, junior government contact, meeting minutes, management of change control. The Project Executive will provide the coordination and support through best practices, methodologies and tools to assist the Programme Manager to ensure a high success ratio of the project and successful openings of the replacement plant.
• Fully assist Programme Manager for delivery and developing Project Appraise plan.
• Assist Programme Manager to manage delivery within boundaries of the Select Stage.
• Responsible for Project Documentation Management and Meeting Minute Recording.
• Assist Programme Manager for developing robust working plan during Define Stage.
• Assist Programme Manager for all the project handover (including all the required training and training materials) to the project delivery team and completion of all the punch lists.
• Be responsible for sending monthly project report to the Programme Manager and Project Team work stream leaders for review prior to submission to the key stakeholders (Project Governance Board, Project Steering Committee, etc.) and distribute weekly project progress report to Project Steering Committee, Programme Manager and GSC A&P Engineering from Appraise Stage to the Define Stage.
• Be responsible for the coordination between project development team and delivery team.
• Assist the Programme Manager to organize governance & steering committee calls as scheduled by preparing documentation for updating the project progress to various key stake holders.
• Assist the Programme Manager to coordinate with 3rd party consultants and Governmental Authorities during construction process to ensure the acquisition of all the certificates and permits from local authorities for replacement plant expansion, exiting & facilities demolishing / remediation and relocation.
• Assist the Programme Manager for North Star programme completion report including learning and lessons.
Essential Education

Bachelor Degree or above in Chemistry or Engineering required
Essential experience and job requirements

ο‚Ÿ BP project management experience is plus. Good knowledge on project management and control. Essential Education - Bachelor Degree or above in Chemistry or Engineering required
ο‚Ÿ Track record and experience of project management coordination and delivering Greenfield or Brownfield projects control management in Lubricants/Petrochemical/ of $20m or above.
ο‚Ÿ Track record of project execution in China.
ο‚Ÿ Fluent in reading and written English and Mandarin
ο‚Ÿ Proficient Microsoft Office and Microsoft Project skills environment
